Place chick peas into a food processor along with garlic and shallots. Pulse a few times to start chopping. As chick pea mixture is chopped, start adding olive oil to a smooth consistency.
Continue processing and add Romano cheese. This should firm up your mixture. You may add more olive oil and cheese to obtain firmness. Now, add parsley and pulse into mixture.
Place in refrigerator and chill well before serving to allow the flavors to work together. Makes 4 to 6 servings. Enjoy!
