Place butter in an ungreased 15-inch by 10-inch baking pan. In a bowl, combine flour baking powder, sugar, salt, Parmesan cheese and garlic powder; mix well. Stir in milk just until moistened. Turn onto a floured surface and knead 10 times. Roll into a 12-inch by 9-inch rectangle and cut into 24 (1/2-inch by 9-inch) strips.
